The Supreme Court on September 8, 2025, directed the ECI to treat Aadhaar as the 12th accepted document for the Special Intensive Revision (SIR) of electoral rolls in Bihar.
A Bench of Justices clarified that Aadhaar can be submitted only as proof of identity or residence, not as proof of Indian citizenship.
The ECI must instruct all electoral officers, including Electoral Registration Officers and Booth Level Officers (BLOs), to accept Aadhaar for filing claims or objections.
The Court noted that Aadhaar’s authenticity can be verified by officials, similar to other documents like a ration card or birth certificate.
Around 65 lakh voters were excluded from the draft roll published on August 1 out of 7.89 crore total voters in Bihar.
Although the deadline for claims and objections was September 1, the ECI later clarified that submissions would be accepted beyond that date.
The Supreme Court asked the ECI to give wide publicity to the order to ensure voters are aware of their right to submit Aadhaar.
