The ruling reaffirmed the 1898 precedent in Wong Kim Ark, which recognised citizenship for U.S.-born children of foreign nationals.
The executive order, signed by President Donald Trump, was part of immigration restrictions and was blocked by lower courts.
The order had sought to exclude children of non-citizens from automatic citizenship, affecting over 250,000 births annually.
