The Ministry of Textiles launched the district-Led Textiles Transformation (DLTT) initiative to promote inclusive and sustainable growth in India’s textile sector.
The plan aims to transform 100 high-potential districts into Global Export Champions and develop 100 Aspirational Districts into self-reliant hubs.
Districts were selected using a data-driven scoring methodology based on export performance, MSME ecosystem, and workforce presence.
Champion Districts focus on scaling and sophistication through Mega Common Facility Centres (CFCs), Industry 4.0 integration, and direct export market linkages.
The Aspirational Districts focus on foundation-building with basic skilling, raw material banks, and promotion of micro-enterprises via Self-Help Groups (SHGs) and cooperatives.
The initiative emphasizes Purvodaya convergence in eastern and northeastern zones, supporting tribal development, connectivity, and Geographical Indication (GI) tagging of handicrafts.
The program seeks to strengthen textile clusters and replicate successful models across districts through government-industry-academia collaboration.
