The Fifth Tamil Nadu Police Commission urged firm disciplinary action against abuse of authority and brutal handling of suspects by police personnel.
The Commission emphasized prompt internal investigation and immediate action in cases of verbal abuse, wrongful detentions, false case registration, biased investigations, and selective law enforcement.
It has recommended the strict implementation of the Supreme Court guidelines issued in the Arnesh Kumar vs. State of Bihar case to minimise the unnecessary arrests.
Detention of women, children, medically unfit individuals, and persons under the influence of alcohol in police stations was strictly discouraged.
Mandatory medical examination of all detained persons was recommended, along with follow-up action based on the medical findings.
Sufficient police personnel must be assigned to guard any detained individual to ensure their safety in custody.
