The high seas treaty will become international law on January 17, 2026.
Morocco became the 60th country to ratify the treaty.
The treaty is officially called the agreement on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction.
It covers the high seas, which lie beyond countries’ exclusive economic zones of 200 nautical miles.
The treaty allows the creation of marine protected areas in international waters.
It sets rules for environmental impact assessments, marine genetic resource sharing, and capacity building.
Only countries that ratify the treaty can vote in the conference of parties.
As of now, 63 countries have ratified the treaty, exceeding the minimum required 60.
The treaty was finalized in March 2023 and adopted in June 2023 by United Nations member states.
