- The Central Government notified the Immigration and Foreigners (Exemption) Order, 2025.
- This order was issued under the Immigration and Foreigners Act, 2025.
- It replaced four earlier laws:
- The Passport (Entry into India) Act, 1920,
- The Registration of Foreigners Act, 1939,
- The Foreigners Act, 1946, and
- The Immigration (Carriers’ Liability) Act, 2000.
- It was issued under Section 33 of the new Act and came into effect on September 1, 2025.
- The order provides exemptions from passport, travel document, and visa rules.
- Indian Armed Forces personnel on duty and their families are exempt.
- Indian citizens entering via Nepal or Bhutan borders are also exempt.
- Citizens of Nepal and Bhutan entering via their borders are covered, too.
- Registered Tibetan refugees and certain minority communities from Afghanistan, Bangladesh, and Pakistan are exempt.
- These include Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians who entered India before December 31, 2024.
- Registered Sri Lankan Tamil nationals who entered up to January 9, 2015, are also included.
