- It recommended departmental action against responsible officials and creating a separate Prohibition Enforcement Wing for the Kalvarayan Hills, identified as a major source of illicit arrack.
- The report recommended education, food and shelter for children orphaned by the tragedy and government jobs after completion of their education.
