The Population Enumeration phase of Census 2027 has been advanced in four poll-bound States, while the exercise in Manipur has been deferred.
Uttar Pradesh, Punjab, Uttarakhand and Goa will conduct population enumeration from November 16, 2026 to January 4, 2027, followed by a revisional round from January 5–9.
The second phase will have 40 questions, including an open-ended caste field; at least 13 questions are new compared with the 2011 Census.
New questions cover nationality, parents’ details, spouse’s name, digital literacy, permanent address, COVID-19 vaccination, bank accounts, passport, driving licence, mobile, Aadhaar and voter ID.
Self-enumeration will be available from November 16–30, 2026, before the door-to-door exercise begins on December 1; the reference date for these four States is January 5, 2027.
Census work in Manipur has been deferred till further declaration; its first phase, scheduled for September 1–30, was halted after protests and demands for a National Register of Citizens (NRC).
