Defence Minister Rajnath Singh released RAKSHA, a 10-year framework for India’s defence diplomacy and global strategic partnerships on September 3, 2026.
RAKSHA aims to strengthen India’s bilateral and multilateral defence partnerships, military cooperation and global security engagement.
It focuses on joint exercises, training, military education, professional exchanges and capacity building with friendly countries.
The framework promotes defence industrial cooperation, including co-development, co-production, technology transfer and supply-chain integration under Atmanirbhar Bharat.
It also aims to promote Indian defence exports and position India as a reliable global defence manufacturing partner.
