The Ministry of Tribal Affairs has urged the Registrar General and Census Commissioner to separately enumerate Particularly Vulnerable Tribal Groups (PVTGs) in the upcoming census.
Out of more than 700 tribal communities, 75 are identified as PVTGs, residing in 18 States and the Union Territory of Andaman and Nicobar Islands.
The ministry noted that while data on Scheduled Tribes was collected during the 2011 Census, separate data for PVTGs was not gathered.
Precise enumeration of PVTGs is essential for targeted welfare schemes like the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN).
PM-JANMAN, launched on November 15, 2023, aims to improve the living conditions of PVTGs by providing housing, drinking water, education, healthcare, nutrition, connectivity, electricity, and livelihood opportunities within three years.
PVTGs face deep socio-economic challenges, including poor health, low literacy, and limited access to basic services, often living in remote and inaccessible regions.
The Dhebar Commission in the 1960s first classified these groups, then called 'Primitive Tribal Groups,' based on stagnant populations, low literacy, and pre-agricultural economies.
