The Department of Telecommunications (DoT) has directed messaging apps, including WhatsApp, Telegram, Signal, and Snapchat, to implement mandatory SIM binding within 90 days.
Effective February 2026, apps must deactivate if the registered SIM is removed, replaced, or deactivated.
Web versions of these apps must automatically log out users every six hours, requiring fresh QR-based authentication.
SIM binding continuously verifies that the original registered SIM is active, unlike the current one-time verification system.
Messaging platforms are now classified as Telecommunication Identifier User Entities under the Telecommunication Cybersecurity Amendment Rules 2025.
The move aims to curb cyber fraud, impersonation scams, and cross-border offences by linking app activity to verified mobile identities.
