Tamil Nadu Governor has reserved 10 Bills for the consideration of the President of India as they were found contrary to the University Grants Commission (UGC) regulations.
Between September 18, 2021, and October 31, 2025, the Governor received 211 Bills from the State Legislative Assembly.
Of these, 170 Bills were granted assent, 27 were reserved for the President, 4 were returned with messages, and 2 were withdrawn by the State government.
The Raj Bhavan stated that 81% of the Bills received had been assented to, with 73 cleared within a week and 61 within a month.
The clarification was issued following allegations that the Governor was delaying assent to Bills passed by the Assembly.
