Odisha tops the list with approx. 39–40 stray dogs per 1,000 persons due to poor waste management and lack of sterilisation.
Jammu & Kashmir (J&K) has 22.9 stray dogs per 1,000 persons.
Uttar Pradesh has the highest total stray dog population at over 20 lakh, with high density in urban areas.
Kerala has about 2.5 lakh stray dogs, with slow progress in sterilisation and vaccination efforts.
