  • India’s developmental welfare programmes offer scalable models with climate and health co-benefits.
  • The Pradhan Mantri Poshan Shakti Nirman scheme covers over 110 million children across nearly 1.1 million schools.
  • It promotes millet and traditional grains to support nutrition and climate-resilient food systems.
  • The Swachh Bharat Abhiyan improves sanitation, public health, human dignity, and environmental sustainability.
  • The Mahatma Gandhi National Rural Employment Guarantee Act supports livelihoods and restores degraded ecosystems through environmental works.
  • The Pradhan Mantri Ujjwala Yojana enables a switch to clean cooking fuel, reducing household air pollution and carbon emissions.
  • None of these schemes was designed as climate policy, but delivered health and climate co-benefits.
  • A health-anchored climate governance framework is based on three institutional pillars.
    • The first pillar is strategic political prioritisation by linking climate policy to immediate health needs.
    • The second pillar is procedural integration through mandatory health impact assessments in all sectors.
    • The third pillar is participatory implementation by involving communities using health as a driver.
