- It confirms Ukraine’s sovereignty and calls for a non-aggression deal between Russia, Ukraine, and NATO (North Atlantic Treaty Organization).
- The plan gives security guarantees to Ukraine, caps its military at 800,000, and bars NATO troops from being based in Ukraine in peacetime.
- It supports a major redevelopment package for Ukraine and allows phased sanction relief and possible G8 return for Russia.
- A ceasefire would begin after an agreement, monitored under a Board of Peace, with territory talks starting from the Line of Contact.
