University of Madras Amendment Bill

  • The Tamil Nadu University of Madras Amendment Bill was returned without presidential assent.
  • The bill was passed by the Tamil Nadu Legislative Assembly in April 2022 and sent for approval.
  • The bill aimed to give the Tamil Nadu state government the power to appoint the Vice-Chancellor (VC) of the University of Madras.
  • It proposed to amend the University of Madras Act by shifting this power from the Governor, who is the ex officio Chancellor, to the government.
  • The Bill sought to replace the word, ‘Chancellor’, with the word, ‘Government’, in Section 11 of the Madras University Act, 1923.
  • The bill was reserved for consideration due to concerns over conflict with UGC (University Grants Commission) regulations.
  • After the bill was returned, the Tamil Nadu Assembly must reconsider the legislation.
