- The paper proposes a Royalty Model for AI Access to Online Content called “One Nation, One License, One Payment.”
- Under this model, AI developers receive a blanket licence to train on all lawfully accessed content, while royalties are paid only after commercialisation.
- Royalty rates would be set by a government-appointed committee, with a central mechanism managing collection and distribution.
