Bishkek Declaration 2026

The Shanghai Cooperation Organisation (SCO) adopted the Bishkek Declaration at its 26th Summit, held in Bishkek, Kyrgyzstan.
The declaration strongly condemned terrorism in all forms and said that double standards in combating terrorism are unacceptable, while calling for action against terrorist financing, recruitment, radicalisation and safe havens.
SCO members called for the United Nations (UN) to play a central role in combating terrorism through implementation of relevant United Nations Security Council (UNSC) resolutions and the UN Global Counter-Terrorism Strategy.
The declaration opposed the use of terrorist, separatist and extremist groups for political purposes and stressed cooperation against the use of the internet for such activities.
On West Asia, the SCO expressed concern over the conflict and supported a political and diplomatic solution, while reaffirming respect for Iran’s sovereignty and territorial integrity.
Prime Minister Narendra Modi highlighted India’s three pillars for the SCO — Security, Connectivity and Opportunity — and stressed that conflicts should be resolved through dialogue and diplomacy.
India has launched initiatives under the SCO framework, including the SCO Start-up Forum, Young Authors’ Conclave and Young Scientists’ Forum, while the first SCO Civilizational Dialogue Forum is to be held in India in 2026.
The SCO has 10 member countries: China, India, Russia, Pakistan, Iran, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan; India became a full member in 2017.
