The Rajya Sabha has introduced the Micro, Small and Medium Enterprises (MSME) Development (Amendment) Bill, 2026 to amend the MSME Development Act, 2006.
The Bill empowers the Central Government to classify MSMEs based on investment and annual turnover and provides for voluntary digital registration.
It mandates Central Public Sector Enterprises (CPSEs) to use the Trade Receivables Discounting System (TReDS) for timely payment of MSME invoices.
The Bill sets fixed timelines for mediation and arbitration to ensure faster dispute resolution and allows court challenges with specified deposit conditions.
It decriminalises certain offences by replacing prosecution with warnings and graded monetary penalties, while the Development Commissioner will serve as the adjudicating officer.
