At the Sixth Ramnath Goenka Lecture in 2025, the Prime Minister spoke about the impact of Thomas Macaulay’s Minute of 1835 on India’s education system.
This policy introduced English education and shifted funds fully towards European literature and science.
The policy ordered the closure of Oriental colleges and ended government support for traditional Indian learning.
Macaulay’s “Downward Filtration Theory” aimed to educate only a small elite who would pass knowledge to the masses.
PM stated that this approach weakened India’s native knowledge traditions and shaped colonial education for many decades.
