Shipbuilding Financial Assistance Scheme Guidelines 2025

  • The Ministry of Ports, Shipping and Waterways (MoPSW) notified guidelines for the Shipbuilding Financial Assistance Scheme (SBFAS) and the Shipbuilding Development Scheme (SbDS).
  • The two schemes have a combined outlay of 44,700 crore to strengthen Indias domestic shipbuilding capacity and global competitiveness.
  • Under SBFAS, financial assistance of 15%–25% per vessel will be given, based on vessel type, with a total corpus of 24,736 crore.
  • SBFAS also introduces a Shipbreaking Credit Note, offering 40% of scrap value to ship owners scrapping vessels in Indian yards.
  • The SbDS, with an outlay of 19,989 crore, focuses on modernising shipyards, greenfield shipbuilding clusters, and maritime research infrastructure.
  • Both schemes will remain valid till 31 March 2036, with an in-principle extension planned up to 2047.
