The Centre has proposed a new Article 371(K) to provide constitutional safeguards and greater local autonomy to Ladakh.
The proposed provision may create a directly elected Union Territory-level governing body with legislative powers over land, culture and language, forests, environment and natural resources.
The proposed body may also have powers over subjects currently reserved for the Union Territory under Article 240 of the Constitution.
Article 240 gives the President of India power to make regulations for the peace, progress and good government of certain Union Territories.
Ladakh has sought additional executive, budgetary, planning and financial powers, including control over police and law and order.
The Centre has said further discussions will be held in October, when a draft of the proposed Article 371(K) is expected to be discussed.
