Life term for government officials indulging in torture

  • The Law Commission in latest 273rd report has recommended government to ratify Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and also recommended life term imprisonment for public servants convicted of torture and proposed Prevention of Torture Bill, 2017.
  • The report submitted to the law ministry said the Criminal Procedure Code, 1973, and the Indian Evidence Act, 1872, require amendments to accommodate provisions regarding compensation and burden of proof.
UNCAT- United Nations Convention Against torture
  • United Nations Convention against Torture (UNCAT) is an international human rights treaty, under the purview of UN that aims to prevent torture and other acts of cruel, inhuman, or degrading treatment or punishment around the world.
  • The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment is also known as United Nations Convention against Torture.
  • It is ratified by 161 nations including Pakistan, China and Afghanistan.
  • India signed this convention in 1997 but yet to ratify it.
  • India is among the only nine countries worldwide which are yet to ratify this crucial convention.
