The Jammu and Kashmir Assembly passed a resolution on 28 September 2026 seeking the immediate restoration of full Statehood to Jammu and Kashmir.
The resolution was moved by Chief Minister Omar Abdullah on 25 September and passed by voice vote after a debate.
Around 60 of the 90 legislators supported it, while 29 BJP legislators opposed the move and staged a walkout.
Eight amendments proposed by National Conference (NC) legislators sought references to Article 370, Article 35A and the pre-5 August 2019 status; all were withdrawn before the resolution was passed.
Article 370 provided the constitutional framework for the special relationship between Jammu and Kashmir and the Union, while Article 35A enabled the former J&K State legislature to define “permanent residents” and their associated rights; both ceased to operate following the 2019 constitutional changes.
The Jammu and Kashmir Reorganisation Act, 2019 reorganised the former State into the Union Territory of Jammu and Kashmir with a legislature and the Union Territory of Ladakh without a legislature, effective from 31 October 2019.
The resolution calls for its forwarding to the Government of India for necessary action.
